User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.3b) Gecko/20030101
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.3b) Gecko/20030101

After turning the "debug XUL boxes" on, returning to mozilla, then turning the
abovementioned option off again, the "edit" menu is filled with nothing but
blank options with no functionabilty, bar the "preferances" option which has
moved to the top of the "edit" menu.

Reproducible: Always

Steps to Reproduce:
1. Check the "debug XUL boxes" in edit->preferances
2. Return to mozilla
3. Uncheck the "debug XUL boxes" checkbox in edit->preferances

Actual Results:
The edit menu is filled with blank functionless menu items, apart from the
"preferances" menu item which has been placed as the first menu item.

Expected Results:
Displayed an untouched normal edit menu.
Okay, then don't do that. (Of course, maybe we should just kill the UI for
that developer-only feature).
