Instead, the files should be stored somewhere in the user's profile directory. Maybe an appropriately named "Incomplete" directory? Incomplete files could then be deleted when the user removes the associated transaction from the download window's list. Reproducible: Always Steps to Reproduce:

No good reason to do this and I believe every other Mac browser behaves the same way.
