Mozilla build 1.3a

Overview: Install Mozilla 1.a and the palm sync menu items are missing from the
Start menu.

Expected Restuls: Select Start|Programs|Mozilla and it should include:
- Address Book Palm Sync Install
- Address Book Palm Sync Uninstall

Marking critical because this is needed to verify palm sync bugs.

Currently Palm Sync is not part of trunk daily builds. However Palm Sync should
be built for each release. Leaf and Samir need to talk and decide if they want
to enable Palm Sync daily builds so that enabling Palm Sync for release builds
is never forgotten. Reassigning this bug to Leaf.

if we're shipping it, it gets built every day as part of the daily builds.

changing target milestone, hoping to get this tested and put into 1.3b. If there
are any regressions, we'll turn it back off, but as of now it's on in the
release builds and at least one of the windows tinderboxen.
