When you install the Netscape to Japanese folder name, the Japanese path name is
registered as garbage in regedit.  Then, you start to run the installer again,
the garbage characers for installer path.

Steps of reproduce
1. Run Netscape installer
2. Installed to c:\日本 (nihon) in Windows Japanese system
3. After you finish install it, run regedit.exe under Windows directory.
4. Look at HKEY_CURRENT_USER\Software\Netscape\Netscape\7.0.1+b1 (en)

Actual result
Japanese path name is garbled.

Expected result
Japanese path name is displayed correctly.

5. Run Netscape instaler again
The path name you installed will show up exactly the same as in regedit.

Tested 1-27 and 1-28 Trunk Win32 on Win98J and WinXPJ.
This did not happen in 7.01.

No reproducible on 05-01 trunk build, might be fixed by checked-in of bug 125106.
closing bug as fixed.  reopen if you see it again.
This does not happen any more.
