Just a feature enhancement I'd really like; I like using vi keys [notably, hjkl,
and ctrl+{f,b,u,d}], and it'd be really great if they were available in caret
browsing mode

The only concern would be something like treading on the toes of other uses,
such as type-ahead find... but since it isn't being used at the time unless I
hit "/" first, I think it'd be ok...

Thanks,
Gary

Not quite I'm afraid... if type ahead find (or "Find as you Type" as we're now
supposed to refer to it) is set to autostart, which used to be the default (see
bug 190468) then this enhancement would conflict with that. Moreover,
ctrl+{f,b,u,d} all conflict with something: find in page, the bookmarks sidebar,
view page source and add a bookmark, respectively.
Not a bug. Not a feature the phoenix developers are going to implement.
