I was testing both 1.0 branch (Netscape 7.02) and trunk (Mozilla 1.3b). There
was a discrepency in the delay before returning an error.

Based on some research + comments from Darin, sometime about 0.7, a connection
establishment timeout of 30 seconds was added.

Post 1.0, for the trunk, Darin changed it to use the system default. This was
most noticable in Linux, which seems to have a default timeout of +15 minutes.

I have created this bug as a placeholder/FYI, because the behavior was not
clearly documented, and I also needed to record the discrpancy in my test
results w/ a link to a bug.

This should probably be futured.
