Expected Results: System defined helper should launch and display file
What I got: File transfer is completed but helper application is not launched

Steps to reproduce:

1) Go to Preferences - Navigation - Downloads - 'Automatically open downloaded
files'
2) DL file specified
3) After file transfer is completed, no helper app is launched (Preview.app)

Reproducable in 2003080802 build.
This problem has been solved by the rewrite on the download manager.. Tested
with the 2004010103 build under 10.3.2.
