Details

With every major release, there seems to be some problem that's not major enough
to hold the release for but noticable enough that it needs to be documented.  So
we document the problem and any potential workarounds in the release notes.

However, the problem is that users seem unable to find the release notes. 
Either they skim right past the first link in the milestone section or they pull
from the ftp site and never see any reference to it at all.

We should make the release notes more prominent by making the one-time startup
page for a new build point to the release notes for that build.  The current
startup page doesn't even mention the release notes.  Timeless has suggested
using http://www.mozilla.org/releases/?automatic and he volunteered to make that
auto-magically redirect to the proper release page.
There's a precedent for release-specific start pages -
http://www.mozilla.org/start/<release-number> . If there is to be a redirector,
http://www.mozilla.org/releases/?automatic is not a particularly obvious name
for it - http://www.mozilla.org/start/?current might be a better choice.

What mozilla.org server-side scripting support do we have to make such a
redirector work? Or would we rely on JS?

We might look into doing a first-run page with something like that one time, but the start page will stay the same.
