On a dial-up line, if the line goes down during a mail load, hitting the stop
button will not stop the transfer.  Messages can't be retrieved until the
browswer is exited and restarted.  This is new with 1.3 since it does stop
correctly in 1.3a (and earlier releases)

Reproducible: Always

Steps to Reproduce:
1.Attempt to download mail from pop server
2.interrupt transmission
3.try to stop download (with stop button) and restart
Actual Results:  
Stop button stays highlighted, message in message box says downloading, but no
messages are retrieved

Expected Results:  
Hitting stop button should have cleared transfer
