We shouldn't be linking in gkconshared into accessibility.dll. That creates
extra bloat. We're only doing it to get the table of atoms.

The forthcoming patch also fixes more Shutdown problems in accessibility, by
listening for the XPCOM shutdown signal.
This was checked in about a year ago as part of a larger accessibility
architecture rewrite. Forgot to mark it fixed.
