When I think of Launch, I think of .exe but not all files are self-launching or
self-loading. I think Open File is more appropriate.

For example, I open up a JPEG

That's not the same thing. This is about renaming Launch File to Open File. bug
91969 is about not being able to launch .exe
Yes, I realize it's not the same thing, but if you read it through, there is
much discussion about the naming of the button.
