Can not select a sub-directory with latin 1 locale if unpper dirrectory contains double byte character folder/files

Build: 04-08 trunk build / linux RH8.0 Steps to reproduce: 1. Have a test directory with double byte characters named folder/files. 2. Login out and login as latin 1 locale (German, French). 3. Download installer, and go to the test dicctory in step 1. Result: You are not able see the double byte folder/file names. 4. Select a sub-directory under the test directory in step 1 to install mozilla. Result: Not able to select that directory, it alway show as unpper lever directory in step 1.
