What makes links so special that it deserves to be capitalized?

Headers and descriptions should be capitalized, but not prefs.

Has this been changed?

In http://bugzilla.mozilla.org/show_bug.cgi?id=191746 links is not capitalized.

Steps to Reproduce:
1. Go to Tools>Options>General>WindowsAndTabs>

Actual Results:  
See Open Links in the background

Expected Results:  
It should be "Open links in the background"

because prefs should not have all words capitalized(excluding of,and,an and
words like that)

Maybe Ben wanted to emphasize Links is what Open refers to.

But I could understand
Open Links in the background
or
Open links in the background

Confirmed. Capitalization should be consistent across the UI.
