The About Popups dialog appears when you open popup windows for the first
time--it asks if you want to open the prefs panel and change the popup settings.
 But in a debug build, when the pref panel is opened it has no buttons and the
prefs titlebar is blank.  The Open Unrequested Windows checkbox is not checked
to start with either.  When you go to other panels, they have the same problem,
and then when you switch back to the panel any changes you made are gone.

This is a problem in my WinXP VC++7 objdir debug build from yesterday
(20030512xx), but I saw it as well in a VC++6 non-objdir debug build from a
month ago or so.  My .mozconfig is:
ac_add_options --enable-crypto
ac_add_options --enable-chrome-format=flat
ac_add_options --enable-extensions=default,layout-debug

Steps:
1. Create a new profile
2. Go to http://www.netscape.com
3. Click Yes on the About Popups window that appears due to unrequested popup
windows appearing.
4. The resulting prefs panel has the above problems.

This does not appear in optimized builds.
Browser message dialog ‘About Popups’ does not show the 3 buttons, running NT
sp6 1280x1024 with Large Fonts.  The buttons are below the visible dialog
dimensions.
I filed bug 220460 about the issue described in comment #1. I don't think this
is related to the original report.
