When I re-sized the window spawned by the link "Fiscal Year 2003 Revised Budget"
the maximized window has pieces of the display just below it before it was
maximized.

Reproducible: Always

Steps to Reproduce:
1.Open url
2.Click on link "Fiscal Year 2003 Revised Budget"
3.Double click on window title bar to maximize window

Actual Results:  
Resized window has artifacts of underlying display.

Expected Results:  
Resized the window cleanly.

This seems to be only with this particular URL.

I tried to file this bug previously but the window accidentally closed before i
could finish the entry.  I attempted to delete it but cannot.
