209610 - Can not open message from *.eml file. No 'File-> Open message from file Ctrl+Shift+O' command never displayed

I  done 'File->Save as->File Ctrl+S' and saved message as *.eml file. Now I want
to open it but I can not. There is no 'File-> Open message from file
Ctrl+Shift+O' command to open previously saved *.eml file. What should I do to
make this command avaible ? If I re-install again will this function be visible ?

Reproducible: Always

Steps to Reproduce:
1. Open a email box
2. choose a message
3.select "file" from menu
4. choose 'save as'
5. select 'File Ctrl+S'
6. click 'Save' button
When the file is saved to disk
7. Select 'File' from menu
8. Find 'Open message from file Ctrl+Shift+O'
9. If you find this command tell me which version of mozilla you use.

Actual Results:  
None. I think that someone forgot to add this command. It is silly that message
can be saved but not opened. My brother writes some information on sheet of
paper and can not recognize it when he needs to read what he wrote. I think that
mozilla should not be like my brother.

Expected Results:  
Mozilla shoud have 'Open message from file Ctrl+Shift+O' command to open
previously saved *.eml files.

I can not see 'Open message from file Ctrl+Shift+O' command in all themes
including default and clean install.
