Image animation is cute, but distracting. There should be a preference item to suppress 
animation. This could be a single control for ALL image animation or a set of controls for 
image animation, flash animation, favicon animation background image animation and 
so on. Ideally animated images shouid just show the first frame, but I'd be happy with a 
blank place holder.

NOTE: There are many people with visual problems that make it hard to see when things 
are flashing and bouncing around.

Does Edit -Preferences -> Privacy & Security -> Images -> Animated Images should
loop = never work?  I noticed that this does not stop favicon from looping(Bug
111373).
There are a few ways to kill flash 
1. not install flash:)
2. bookmarklet zap plugins from http://www.squarefree.com/bookmarklets/zap.html .
3. Prefbar at http://www.xulplanet.com/downloads/prefbar/

Flash is a separate issue.  If you've installed Flash, then you get Flash as it
is.  If Flash is an issue, don't install it.
