Mozilla dying instantly on win2k SP4 fresh installation

I've been using mozilla 1.4 rc3 on this machine, however I just reinstalled 
windows, and now when I install any version of mozilla (first I tried 1.4 
final, then 1.3.1) mozilla does not launch.

Reproducible: Always

Steps to Reproduce:
1. Install win2k
2. Install sp4
3. Install mozilla
4. Try to use mozilla

Actual Results:  
Mozilla does not lunch. It terminates instantly -- even before win2k's task 
manager on highest update speed can list it as running

Expected Results:  
Launched!

No error messages are given. No event log messages, etc.
is this a clean install (i.e. in an empty directory) ?
It's a fresh installation -- the directory of the previous mozilla install was 
removed
Do you also removed the directory under c:\docoments and settings\ ?
(The GRE directory)
Yes. The "Documents and Settings" for the user I'm running under is completely 
new + fresh with no previous mozilla data
Resolved. reformatted and then reinstalled mozilla. Must have been some files
hiding somewhere
