If space in Temp-Directory is low, the download breaks with a message indicating
low space.
Then the Downloadmanager deletes the downloaded file and this way prevent
resuming the download

Reproducible: Always

Steps to Reproduce:
1.
2.
3.

Expected Results:
a) wait for providing the needed space
b) use a different location for placing the temp-file
c) give the option for resuming
->Networking:File, though I suspect this bug is a dup of one of the several bugs
that already exist about low disk space file downloading
