Can't import outlook express mail settings, messages and address book when not Administrator

There is a problem when you install Mozilla as an Administrator and then log in
to an unpriviledged user. When this users first launch MailNews and wants to
import his outlook express mail settings/messages/ address book, it gives an error.
I do not run into the same problem If I give temporary administrator priviledge
to the user.

Reproducible: Always

Steps to Reproduce:
1. Install Mozilla 1.4 Final as an administrator
2. Log in to a normal user
3. Go to Mailnews, in Tools -> Import and try to import from Outlook Express

Actual Results:  
Fatal error

Expected Results:  
Import stuff just like when I was logged as an administrator

Running Windows 2000 SP2 Pro.

Tried on different machines, same thing.
