When downloading a new theme for Firebird, I was noticing that the installer
would say that it successfully installed the themes, but they would not show up
in the Themes list.  I found out that they weren't installing because we were
behind an internet filter and the site it was trying to download from was blocked.

Reproducible: Always

Steps to Reproduce:
1.Get behind a filter
2.Try to install something from the browser

Actual Results:  
The isntaller says it installed something, but it actually didn't.

Expected Results:  
In this case, the theme should have been installed.
Browser issue.
