Find FE code that is not localizable and make it so. (hard coded strings,
"XXX[ben|blake|etc] localize!" etc)

Status note:  As of now, there are no open localization bugs in Firebird.  The
two found and reported by localizers were fixed and checked in after the 1.5a
branch was cut, so they're not in 0.6.1 but will be in future releases.  Also,
an lxr search for "localize" yields nothing Firebird related, so other than
something obscure that the localizers haven't found yet, we just need to keep
new checkins compliant and this is safe.
