browser.startup.homepage will need to be updated on the 1.4 branch only to the
URL for the forthcoming 1.4 start page.

This page is not yet complete nor has an assigned URL yet.  This is bug 214845.

Nominating as an 1.4.x blocker since Gerv was emphatic about wanting this (and
the new 1.4 start page) done for the 1.4.1 release.

URL for the new page still pending.

Requesting this be landed for 1.4.1.

Makes the default home page a new, more end-user friendly Mozilla start page
modeled after the old Mozilla 1.0 start page.

Should be a low to no risk change.

This is going to be mightly confusing to a lot of people. They start up what
they think is 1.5 and get shown a 1.4 specific page....
