the forward and back buttons on the browser are inactive(greyed out). my mouse
forward and reverse buttons do not work as well. I am using WIN.ME

Jim, you reported this bug on a one year old Netscape build, but bugzilla is
only for bugs in 
a) the latest version (best: tested also with nightly build from within the last
week) of
b) Mozilla

Please state if you can reproduce this with a clean install of Mozilla 1.4 or
later. You might also try creating a new profile for testing.
Have you any third party software (themes, extensions) installed? When did this
behaviour start happening?
