Steps to Reproduce:
1. Load URL
2. Move mouse over various page regions
3. Background color changes to yellow
4. Works on IE6

Actual Results:  
Bg change

Expected Results:  
No color change

The page has the style rule:

tr:hover {bgcolor:#FFFF00;background-color:#FFFF00;}

WinIE doesn't support :hover on anything other than a elements.
