If Page Setup is used to change settings from "Shrink to fit" to a scale value 
(like 85%, for instance), the change will be in force for all mail printed 
during that session. However, if Mozilla is exited and restarted, "Shrink to 
fit" is once again the default.

Reproducible: Always

Steps to Reproduce:
1. Select an email to print.
2. Choose File|Page Setup from the menu.
3. Choose the Format Options tab.
4. Uncheck "Shrink to Fit" and place a value in the scale field.
5. Print the mail.
6. Print other mail -- the same scale is used, settings are still in place.
7. Exit Mozilla.
8. Restart Mozilla Mail, select an email, select File|Page Setup from the menu 
and examine the settings.
Actual Results:  
The settings had reverted to "Shrink to Fit"

Expected Results:  
If the settings persisted during the session, they should simply persist all 
the time, or at the very least the user should be given the option to save the 
settings as default.
