When composing a reply message, the message window jumps to the end of the old
message. This is not desirable as all other email programs do not do this.
Message cursor should be placed at the top of the new "reply" message when
message window appears.

Reproducible: Always

Steps to Reproduce:
1. Reply to mail message
2. Cursor jumps to end of message
3.

Actual Results:  
same

Expected Results:  
cursor should be at beginning of message

Tools / Account Settings / <account> / Address & compose / start my reply above
the quoted text.

You don't search this setting by accounts... you'll search it (as user) around
'options' > composition.

Please put a text over there reffering to the setting in accounts.
