I had trouble yesterday, it would just keep trying and then time out. Today, it is refused. Reproducible: Always Steps to Reproduce: 1. 2. 3.

Is this still happening? Based on the timestamp of when this was filed, it was during the 1.5 release. The website and the mirrors were completely swamped because of the release announcement and being mentioned on slashdot. :) The error you got is what I would expect you to get if the server was maxxed out.
