With the patch to bug 62429, if you choose to place your reply above quoted
text, and place your signature below your reply (also above quoted text). When
you forward an inline message your signature still gets placed on the bottom. 

Reproducible: Always

Steps to Reproduce:
1. Setup reply + signature above quoted
2. Set forward inline
3. forward a message

Actual Results:  
My signature is placed on the bottom of the message.

Expected Results:  
Signature placed on the top as if it were a reply.

unlike Netscape 7.1, indeed no option to put reply above or below inline quoted
text - and an improvement on Netscape 7.1 would be to put the sig there as well!
