223325 - Can't drag top- most folder in Bookmarks collection pane

Platform: OS X 10.3 (7B85)
Expected Results: I should be able all reorder my folders that I created in the
Bookmarks Coolection pane. This would include the top - most folder as well.
What I got: I can drag all of my folder EXCEPT for the top most one.

Steps to reproduce:

1) Select Manage Bookmarks from the Bookmarks menu
2) Create two new folders in the Bookmark Collection pane (far left portion of
bookmark manager window)
3) Name the first folder (bk 1) and the second flder (bk 2)
4) Click on "bk 1" and attempt to drag it below "bk 2".
5) Notice this doesn't work. I can only drag a folder from the bottom to top

Attachment: easy fix

A 1 character fix.  Just had to change from "greater than" to "greater than or
equal to".
