Nothing works in the new window - no browsing, no toolbars; the menus show but
do not have any functionality; i.e., clicking on a bookmark achieves nothing.
Using the bookmarks menu to go somewhere, or typing in a URL and clicking 'Go',
achieves nothing either.

I have submitted a report about the bookmarks toolbar failing to show, but it's
far worse!

Reproducible: Always

Steps to Reproduce:
1. File>New Window
2. Try and browse - nothing works.
3.

Actual Results:  
The browser is dead - it is just a load of pixels on the screen. One cannot
browse or do anything with it connected with browsing; I can check the page
setup or the firebird version, that's about it.

Expected Results:  
Had it work as the previous versions always did.

The things I see are not quite so drastic. I can still use URL bar, and navigate
using links. I can click menus, only the bookmark menu/toolbar is broken.
