In which directory does mozillafirebird.exe lie?
You mentioned that firebird is looking for xpcom.dll in c:\documents...
Where exactly?

Please delete the mozilla firebird folder and try it again with a nightly build
from http://ftp.mozilla.org/pub/firebird/nightly/latest-trunk/
