Under Panther it's impossible to switch tabs, when czech keyboard layout is
active. This don't work under any version of Camino, under Jaguar it worked
fine. It can be problem with other keyboard shortcuts placed on some special
keys. I confirmed it under several instalations on different computers.

Reproducible: Always

Steps to Reproduce:
1. Go to system preferences, panel International, Input menu, switch on Czech
keyboard (under Central European script)
2. Check, which key writes { and } (it's 9 and 0 with option)
3. Try to open some tabs and switch with cmd-option-9 and cmd-option-0. Nothing.
4. if you have, switch to Jaguar, it works.

Actual Results:  
Nothing

Expected Results:  
It should switch between tabs
BTW, to be sure, that you have czech layout active, switch on "Show input menu
in menu bar" in System preferences.

new and totally different ways.
