Mozilla hangs if referenced graphics aren´t loadable

Details
Just save a HTML file to your local hard drive with referenced graphics in it, if a connection is present Mozilla retrieves the graphics, but if not and no connection will be present, Mozilla waits and waits and waits. Mozilla does not check wether other files are available nor if these files won´t be available, it hangs. The StyleSheet does not load and the whole page stays in a very ugly state.

This is working as expected. Saving a page with both an image and a <LINK>ed stylesheet, such as the HTML 4.01 spec TOC at the URL above, then loading it in Mozilla while there is no network link results in the HTML page being displayed (with no image or applied stylesheet), then 30-60 seconds of throbber and candypole movement while Mozilla waits for timeouts on the requests that will not be fulfilled, and then the [Stop] button greys. Both during and after the waiting period, Mozilla's UI is responsive, and Mozilla will display any other page that it can fetch locally. Obviously, once there is a disk cache this situation will improve (except when relative URLs are used). What may be confusing is that no error dialog appears when the waiting periods expire with no response, as expected. There is already a bug report filed for this. Marking INVALID; Mozilla does not hang, it just hangs around waiting. Tested with: 1999-12-25-08-M13 nightly binary on Windows NT 4.0sp3 and the router's power switch.
