Import only lists specific applications to import messages from, it does not
offer to import generic, standard formats such as .txt, .tab,.csv. and .mbx
(yes, I know mbx is the native format.)

Steps to Reproduce:
1.Open Mail
2.Open tools - import
3.Select "messages"

Actual Results:  
list of clients from which to import.

Expected Results:  
it should offer the clients, and it should also display a list of file types -
csv, txt, tab and mbx

This missing functionality is the cause of a significant number of posts in the
user groups.  It should not be necessary for a user to manually rename mbx files
and drag them into the mail folder, nor should users need to use a third party
application to perform such a basic mail client function.
The mbx part of this bug is a dupe of bug 63389.  I don't know if 63389 should
be extended to include the formats listed by the reporter or if separate bugs
should be filed for each.
