Details

When two flexible elements are placed on the same toolbar, it should be possible
to insert a "Splitter" toolbar item that lets the user grab and resize the
adjacent items. This is especially useful for the search bar and the location
bar. The width of each should be persisted. 

I don't think this should be limited only to adjacent items either, because of
this situation:

You should still be able to resize each item. Basically it should be possible to
insert a splitter anywhere between two flexible items.
Would the user have to drag a "splitter" to the toolbar in order to change the
size of the address bar?  That seems weird.

We currently support resizing the searchbar/urlbar when they are adjacent (which is the case by default). I don't think we need to support anything beyond that, and doing so would introduce a good bit of complexity.
