I don't think it's a recent regression. I deleted my old mozilla, I think it was
1.4 and instead of a hang, I had a crash.
this is wfm on winxp for v1.6
per discussion with mvl and dwitte, moving bugs in our p3p impl to
nobody@mozilla.org and adding helpwanted keyword

WORKSFORME on 20040320. it's an older build, but this bug was filed awhile ago
and if I'm not seeing it now, I probably won't be seeing it in recent builds either.

Reopen if I'm wrong.
