There needs to be an admin page to send a test email to yourself using the
changes in bug 84876. Hopefully, it'd return the results of the sendmail command
in verbose form to see how smoothly it went. This will also let users track down
firewall issues, etc. For an administrator, this would be in a text box that
automatically inserts your email address but allows you to specify any email
address.

For a non-administrator, they would simply have a drop-down box like the one we
have for asking for review, and be able to send an email to that user (when
logged in) with the reply-to: field being the originating user's email address.

As there is a debug parameter already, I don't think a special page for testing is needed. An admin will simply file a test bug and see how emails behave, maybe with the help of this debug parameter.
