Junk mail is only checked when opening the folder into which the mail has been
filtered. I feel that mail should be junk-checked at download time, i.e. when
the other filters are applied. If this is felt not to be desirable for all
users, one should be able to define a filter that performs junk mail control.
This would  allow all users to control the desired junk-check time.

Reproducible: Always

Steps to Reproduce:
1.just download mail from ur favourite pop3 server
2.your filters move the mail over the desired folders
3.when you open one of these folders, junk controls are applied and the junk
mail is moved to its dedicated folder



Expected Results:  
mozilla should have applied junk controls at download time: there is no point in
applying filters and moving mail to specific folders so that junk controls can
move it out of these folders into the junk (or dedicated) folder
