231630 - attach this patch (and form) to a bug in bugzilla

This is a feature request for Doctor that would make it easier for new
contributors to participate and also make it easier for people with website cvs
accounts to manage those contributions. 

Doctor should have a mechanism that allows the user to attach the entire Doctor
form to a Bugzilla bug.  A user who does not have CVS access would be able to
attach his contribution to an existing Bugzilla bug or create a new bug without
having to save the patch locally and then upload to Bugzilla. If the entire form
was attached to Bugzilla, someone with CVS access could simply load the
attachment, enter an account name and password and submit.

hmm, the bugzilla-submit command line script that just got put in contrib would
probably be useful for this.

Either that, or wait till bug 122922 is fixed, which should be in June per our roadmap.
