Directions of IRC Chat tell us to disable security checks.  Isn't this a bad
idea?

click on the IRC Chat menu item and read page which is rendered.
AFAIK, this is only a temporary solution, until the security code is complete

IRC chat should now work without security preference changes. rginda will update
the IRC chat start page.
Verified fixed.

Bulk moving all Browser Security bugs to new Security: General component.  The 
previous Security component for Browser will be deleted.
