I made a lot of progress on this today. Just about ready to release a test installer build.

This patch modifies the toolkit installer to do the following: 1) When doing a custom install and the user selects "Browser Folder", the folder pickker dialog willl now open up to the selected folder. This will impact Firefox and Thunderbird. 2) Add a parameter called DistSubdir which folks writing an installer for the new toolkit can set in their installer.cfg file. This variable defaults to a value of bin (so no changes for Firefox here) and you can change it to whatever directory under dist that you want. Thunderbird puts bits under dist\thunderbird for packaging into the installer.

the installer is turned on and the nightly builds are generating installer builds. Marking this fixed.
