having configured more than mail and news accounts. one is a POP3 account and is
not supposed to check fo new mails whn mozilla mail is started. However just on
startup this account will check for new mails and fetch them.

Reproducible: Always
Steps to Reproduce:
1. disable checking for mail on a pop account 
2. close moz, stop quick launch
3. restart moz mail

Actual Results:  
pop3 mails are fetched and deleted on the server (if deleting is configured)

Expected Results:  
not checking mail on that account but manually

This is a clean mozilla 1.6 installation on a new computer. No older moz version
nor profile was available prior the installation.
Are all settings regarding junk-mail also the defaults?

gotcha ;) the junk mail controls were still enabled:

[x] enable junk mail control
[x] do not mark messages as junk ... adress book: [Collected Adresses]
[x] move incoming ... to
    (o) Other [Spam on ... account]

I have disabled these settings now ... could this have been the reason why
checking on startup still occoured ?

No.. I was thinking of bug 223800. When junk setting for "automatically
delete messages older than XX days" is activated, it triggers mailcheck.

I can not reproduce this bug by using SeaMonkey 1.1.9.
