I downloaded the patch and "file patchfile" says this:
patchfile: ASCII English text, with CR line terminators

b.m.o is running on Linux, and thus is obviously expecting LF instead of CR.
I found this bug. :-) Adding myself to CC.

This bug still exists in PatchReader 0.9.6.
We have no control on PatchReader on CPAN, and bugs should be reported to rt.cpan.org.
