With a sufficiently narrow Mail Compose window, Formatting Bar controls
disappear, starting with the "Smiley Menu". There should be a [>>] expand button
to show off-window format controls without stretching the window horizontally.
Or perhaps cause the Formatting Bar go to 2 stacked rows to show all.

Reproducible: Always
Steps to Reproduce:
1. Open Compose Mail a window.
2. Drag the window horizontal size sufficiently narrow to "lose" the Smiley Menu
and other format controls.
3. 

Actual Results:  
Ater taking the above steps, there's no way to access hidden Formatting Bar
controls, other than stretching the window horizontally.

Expected Results:  
The software should provide a [>>] button to show hidden Formatting Bar controls.

Obviously, this is not a bug. It is a needed enhancement to improve usability.
