Working with profiles disables usability of "ui.key.accelKey" 

Reproducible: Always
Steps to Reproduce:
1. Start with rm -rf $HOME/.mozilla 
2. set user.js up with 
   user_pref("ui.key.accelKey", 18); 
   user_pref("ui.key.menuAccessKey", 0); 
3. If Mozilla starts with the default profile everything works as expected 
 
If Step 1a) would be: 
 
1a) Start mozilla -P and create a new profile (I wanted another regional section to  
      choose than the default) 
 
=> With same settings in user.js the settings are ignored 


Expected Results:  
Be able to handle more than one profile with 
user_pref("ui.key.accelKey", 18); 
user_pref("ui.key.menuAccessKey", 0); 
 

This is related to Bugs 89524,101046 
IMHO this should be mentioned in the docs somewhere. At the moment using profiles 
in conjunction with "ui.key.accelKey" is a useless thing.
