Details

Cflags in mozilla-xpcom.pc should include -I${includedir}. Otherwise
mozilla-config.h cannot be found.
It's not clear that any xpcom or string includes actually pull in mozilla-config.h.

FYI, nscore.h no longer uses mozilla-config.h but uses xpcom-config.h (bug 210409).
