Executives Run By themselves, the browser should allow opening without saving first. Reproducible: Always Steps to Reproduce: 1. Download an executive file from any site. Actual Results: A dialog box opens and does not allow to open the file without saving to disk first Expected Results: Allow one more option: "Open File".

Not if the browser wants to be at all secure.
The current behavior is very much on purpose (as a bug search would have shown).

Absolutely. Executing downloaded files immediately would be a huge security risk.
