Window/Navigtor menu of browser window opens second browser window when a
browser window exists.
After 2nd window opened, Window/Navigtor menu becomes browser window switcher.
Window/Navigator menu of Mail&News does not open second browser window.

As far as I remember, Window/Navigator menu opened new browser window only when
no browser window is opened.
Is it a design change?

Steps to Reproduce:
Product: Browser → Seamonkey
it works fine for me on Mac osx 10.2.8 using Mozilla 1.8a. i.e. it cycles thru
the existing windows.
It does _not_ cycle through the existing windows when there's only one window, it opens a new one, which it seems it shouldn't. Couldn't find dupes, confirming. See bug 4916 for an explanation of the intended behavior.

Sorry but I can't say, because I has been and am loving "File/New/Navigator Window(CTRL+N)" since M17, and I awared this bug's behaviour in April/2004...
