Attachment: build.html: Don't necessarily need Platform SDK Update

The SVG build page should be clear that Microsoft's Platform SDK Update (a
*very large* download) is not required for .NET 2003, and perhaps not for .NET
2002. Once the main mozilla win32 build page gets around to mentioning the free
Visual C++ Toolkit (essentially .NET 2003), we should mention that it doesn't
need it either.

And mention of, and a link to, mozilla.org/build/ at the top of the page would
be good.
